It adds additional layers of oversight for local stakeholders and the General Assembly to ensure that the Arlington Megaproject - and potential future megaprojects - proceed in a manner that is in the best interest of the local community and the state of Illinois. Additionally, HB 4040 ensures that the Bears will reimburse the City of Chicago over $150 million for the LGDF money that was reallocated from the city and used to pay down the Soldier Field renovation debt.
